Islamic Relief USA Rebrands After Split From UK-Based Global Federation

Islamic Relief USA has relaunched under a new name after separating from its UK-based international federation amid congressional scrutiny of the relationship.

The US charity announced on September 15 that it had become IDEA – Islamic Development & Empowerment in America, three days after Islamic Relief Worldwide said its international governing body had unanimously expelled the American organisation from the federation.

The split ends a relationship stretching back decades between one of America’s largest Muslim charities and the international Islamic Relief network headquartered in Birmingham.

The two organisations give sharply different accounts of why it happened.

Islamic Relief Worldwide says IRUSA breached federation agreements, pursued litigation despite agreed dispute-resolution procedures and took actions that damaged trust within the organisation.

IRUSA says it had already been trying for more than two years to separate from IRW because the relationship was creating regulatory and reputational problems in the United States.

Congressional scrutiny

The dispute intensified after the US House Ways and Means Committee asked the Internal Revenue Service to investigate IRUSA’s tax-exempt status because of its affiliation with Islamic Relief Worldwide.

The committee cited allegations concerning IRW including alleged links to terrorism, antisemitic statements previously made by people associated with its leadership and designations imposed by foreign governments.

Those allegations do not amount to a judicial finding that Islamic Relief Worldwide financed terrorism. IRW has disputed allegations made against the organisation.

IRUSA says the congressional scrutiny focused on its relationship with IRW rather than wrongdoing by the American charity itself.

It suspended its relationship with IRW in October 2025 and says it subsequently sought a permanent separation.

Islamic Relief Worldwide announced on September 12 that its International General Assembly had voted unanimously to remove IRUSA from the federation.

From Islamic Relief USA to IDEA

Three days later, the American organisation publicly unveiled its new identity.

IDEA says the rebrand reflects its development into an independent American Muslim humanitarian organisation and a broader focus on humanitarian relief, development and empowerment.

The organisation says it remains the same US-registered charity, with its existing leadership, programmes and tax-exempt status continuing under the new name.

The public rebrand therefore marks more than a change in branding.

After decades operating under the Islamic Relief name, the American organisation has severed its institutional relationship with the UK-based federation at a time when that relationship had become the subject of congressional and regulatory scrutiny.

Islamic Relief Worldwide says it expelled the US affiliate after a breakdown of trust.

The organisation now called IDEA says it had already concluded that remaining part of the federation posed an unacceptable risk to its work in the United States.
