Zuckerberg Rejects Coordinated AI Slowdown, Says Competition and Liability Can Keep Labs Safe

Mark Zuckerberg has rejected calls for leading AI companies to coordinate a slowdown in frontier development, arguing that competition, legal liability and individual decisions by laboratories provide sufficient incentives to develop the technology safely.

The Meta chief’s position puts him at odds with Anthropic CEO Dario Amodei and others who have argued that the rapid improvement of the most powerful AI systems may need to be deliberately slowed.

Zuckerberg said individual companies should decide when their own systems require additional safety work rather than requiring competitors to reduce the pace of development simultaneously.

He pointed to Meta’s own decision to delay its Muse AI agent for several months because of safety concerns.

Meta did not, he argued, need other laboratories to stop developing their systems while it addressed those problems.

Competition as a safety mechanism

Zuckerberg argues that AI companies have commercial incentives to produce systems that users can trust.

A company whose products behave dangerously risks losing customers and damaging its reputation, while legal liability creates an additional financial deterrent against releasing unsafe technology.

He also supports independent external evaluation of advanced AI systems.

Nvidia CEO Jensen Huang has taken a broadly similar position against coordinated efforts to slow development.

Zuckerberg nevertheless distinguished between developing useful AI products and pursuing systems capable of recursively improving themselves.

He argued that most computing resources should be directed towards AI that serves users rather than an uncontrolled race towards recursive self-improvement.

What happens when liability comes too late?

The disagreement exposes a fundamental divide within the AI industry.

For conventional products, competition and liability are established mechanisms for encouraging companies to manage risk.

If a defective product causes harm, customers can leave and courts can impose financial consequences.

The difficulty with frontier AI is the possibility that some failures could be unusually large.

Supporters of stronger coordination argue that market incentives may be insufficient when companies are simultaneously competing to develop increasingly capable systems and the consequences of getting safety decisions wrong could extend far beyond the company responsible.

Zuckerberg’s answer is that laboratories already have powerful reasons not to release dangerous systems and should remain free to slow their own development when necessary.

That leaves a question at the centre of the wider AI safety debate.

Legal liability can punish a company after something goes wrong.

How useful is that protection if the failure being prevented is one society cannot afford to experience even once?
