Donald Trump says Ukraine and Russia have agreed to stop attacking each other’s energy infrastructure, but Volodymyr Zelensky says Kyiv has not yet agreed to such a deal without guarantees that Moscow will comply.
Trump announced the reciprocal halt as an agreement.
Zelensky’s account was materially different.
Ukraine is prepared to stop its strikes if partners can guarantee that Russia also stops attacks on Ukrainian energy facilities, critical infrastructure and food-supply routes.
Reuters said Zelensky’s response appeared to deny that Kyiv had formally endorsed the agreement announced by Trump.
Ukraine also remains unconvinced that Russia would honour such an arrangement without concrete guarantees.
An announcement is not an agreement
Energy infrastructure has become an increasingly important front in the war.
Ukrainian attacks on Russian refineries have damaged fuel production, while Russia continues targeting Ukraine’s energy system.
A genuine reciprocal halt could therefore have substantial consequences for civilians and both countries’ war efforts.
But Trump’s announcement and Zelensky’s response describe two different stages of diplomacy.
Trump says an agreement has been reached.
Zelensky says Ukraine is willing to participate if reciprocal Russian restraint can be guaranteed.
A ceasefire requires both sides to accept the same obligations.
For now, it is not clear that they have.
