Home Secretary Shabana Mahmood has ordered an urgent review after a second small boat in two days reached the Kent coast before being intercepted by Border Force, following roughly a year without an officially recorded uncontrolled landing. The latest boat reached the beach at Samphire Hoe, Dover, on Tuesday afternoon, where Border Security Command subsequently detained 21 people.
The Dover incident came just one day after a separate dinghy reached the coast at Folkestone on Monday morning. Before that landing, no uncontrolled small-boat arrival had been officially recorded since 6 September 2025. The Home Office has not said whether authorities are still searching for additional people believed to have been aboard the Dover boat.
Uncontrolled landings are operationally different from the majority of Channel crossings. Home Office transparency data records boats involved in uncontrolled landings separately from ordinary small-boat arrivals, where Border Force, Border Security Command or RNLI vessels typically intercept, escort or bring those crossing ashore. In both incidents this week, the boats reached the Kent coastline before interception.
The incidents come despite a substantial improvement in the overall number of Channel arrivals. Current figures show 17,480 people have arrived by small boat so far in 2026, down 46% compared with the same point last year. The immediate issue is therefore not a worsening overall trend but how two vessels managed to reach the coast in consecutive days after approximately a year without a recorded uncontrolled landing.
That sequence has now prompted intervention from the Home Secretary. The first uncontrolled landing in roughly a year happened on Monday. Another boat reached shore on Tuesday. The government is now urgently reviewing how both incidents were able to happen.
